WHEREAS THE GRANTORS, namely Lawrence G. Letterman and Margaret K. Letterman, husband and wife, and William E. Kershaw Jr., a single man, developers of Ponderosa Park
Subdivision in Klickitat County, Washington, and Ponderosa Parcels, Inc., a Washington corporation, have heretofore, reserved in all the property descriptions of all Lots sold by said Grantors, those easements for private roads as shown on all recorded Plats of Ponderosa Park; together with the right of ingress and egress, construction, improvement, maintenance, snow removal, repair, and guarding; together with the right to grant said easements;

ARTICLE II SECTION 7 

"Private Roads" shall be the areas designated as private roads upon the plats of the properties, which easements have been deeded to all the lots in all the plats of Ponderosa Park. The owners and members of the association have the unimpeded right to use the private roads and the common obligation to maintain the roads through the association. Road maintenance, repair, improvement,
snow removal, and guarding shall be the responsibility of the association. 2013 Revision.

Rules Violations - Fine Schedule 2016-03

There are two types of offenses for which the PPOA will levy fines. The first type is "an event" where a violation may occur once and then subsequently separately by time...

The second type of offense is a "condition" such as parking junk cars, having a structure blocking the road, etc.  For these offenses, a warning will be given to the owner requiring that the condition be removed within a PPOA board specified period of time. If the condition is not removed within that time period, then each day will be considered a separate offense giving rise to the increased fine amount. For example, if someone had a junk car on their property beyond the time allowed, the PPOA would write that owner a letter, requiring the removal of the junk car within five (5) days. On the sixth day, a fine of $100 would be made, on the seventh day, a fine of $125 would be made and for each subsequent day a $150 fine would be levied.
